Chris heads up TQEF’s quantum expert witness services
capabilities. He has over 50 years’ varied experience in the construction industry and over 35 years’ specialised experience in construction dispute resolution related consultancy. After qualifying as a Chartered Quantity Surveyor in 1981 Chris joined Northcrofts Management Services as a Consultant in 1991, becoming a Director in 1995 and Managing Director in 2003. In 2007, he joined Davis Langdon as a Partner in the Legal Support Services Group before co-founding TQEF in 2012.
Chris has acted as independent quantum expert witness on many major construction and engineering disputes, both in the UK and internationally. He has also acted as Arbitrator, Adjudicator, Mediator, Expert Determiner and DAB member in over 200 construction and engineering disputes. Click here for Chris’s CEDR Mediator profile. Chris has also provided consultancy advice and given expert evidence on disputes concerning construction defects, professional negligence and various kinds of financial problems occurring on construction contracts.
Chris was Chair of the Society of Construction Law, UK and Ireland, from 2016 to 2018, and was a member of the subcommittee which produced the 2nd edition of the Society’s Delay and Disruption Protocol, with particular responsibility for the Disruption section.
Chris has given frequent seminars and lectures at various conferences, including the King’s College 25th Anniversary conference, a TECBAR conference, SCL, RICS and CIArb branch events, SCL Africa Conferences, SCL International conferences in India, Brazil, Peru, Mauritius and USA, the Paris conference to launch French translation of the second edition of the SCL Delay and Disruption Protocol (speech in French), and at ICLA conferences in Paris, Dubai, Beijing and Tokyo, client in‐house events, and webinars for Butterworths and their clients. He is a visiting professor at the University of Stuttgart Institute of Construction Management.

With access to the range of support resources explained in more detail below, Chris is able to select a high quality team of the appropriate size, grade and skill base to suit the requirements and demands of the dispute. This applies to both large and smaller size project disputes. Our goal is to provide an efficient, scalable and cost‐effective analyst team suited to the appointment and the client organisation, not simply to our convenience.
