Background experience

Stephen is a qualified civil engineer with particular experience in site management on mining and tunnelling projects for major client bodies, both in the UK domestic market and internationally, including USA and Portugal.

Specifically, Stephen has been responsible for the planning, execution, and management of complex civil engineering challenges, including shaft and tunnel construction, earthworks, reinforced foundations, and steel structures. This has involved investigating and resolving complex geotechnical and mechanical challenges. He has also been involved in dispute settlement on live engineering projects, including providing innovative engineering solutions to assist in the settlement of a significant Compensation Event associated with a TBM burial and removal of TBM machinery and services. This process required extensive resequencing of tasks due to interface constraints, reprogramming, and the prompt development of engineering solutions to ensure critical project milestones were met.

Stephen’s role and delay analysis experience

Since joining TQEF in January 2022, Stephen has been centrally involved supporting the appointed expert in the investigation, analysis and drafting for expert reports on disputes ranging from small to major complex project disputes in the context of both adjudication, arbitration and litigation proceedings.

Stephen has experience in conducting detailed and thorough forensic investigation and analysis of the nature, extent and causes of delay on a range of project types including, inter alia:

  • a major civils works contract for a biomass power plant in the UK
  • a new major university building in Northern Ireland
  • multi- use commercial and residential blocks in the UK
  • a research and development facility in the UK
  • a wastewater-to-energy power plant (Germany)
  • drillship reactivation (South Korea)
  • sewage pipeline project (North Macedonia)
  • commercial cladding and façade projects in the UK

Stephen’s particular strength is in his thorough, inquisitorial and tenacious approach to fully investigating and understanding all aspects of the project and delay issues in dispute. This results in Stephen producing detailed, thorough and robust analysis of delay with a clear understanding of how his analysis fits into the wider dispute.
